    Introduction
    The ILO was created in 1919, as part of the Treaty of Versailles that ended World War I, to reflect the belief that universal and lasting peace can be accomplished only if it is based on social justice. The Constitution was drafted between January and April, 1919, by the Labour Commission set up by the Peace Conference, which first met in Paris and then in Versailles. The Commission, chaired by Samuel Gompers, head of the American Federation of Labour (AFL) in the United States, was composed of representatives from nine countries: Belgium, Cuba, Czechoslovakia, France, Italy, Japan, Poland, the United Kingdom and the United States. It resulted in a tripartite organization, the only one of its kind bringing together representatives of governments, employers and workers in its executive bodies. The Constitution contained ideas tested within the International Association for Labour Legislation, founded in Basel in 1901. Advocacy for an international organization dealing with labour issues began in the nineteenth century, led by two industrialists, Robert Owen (1771-1853) of Wales and Daniel Legrand (1783-1859) of France.

The Canadian Labour Congress (CLC) has undertaken a series of activities to increase Canadian trade union members' knowledge of labour issues in international agreements and to promote unions' participation in the development of these agreements and their implementation. Labour issues are dealt with in a number of international arenas, such as International Labour Organization (ILO), the United Nations Committee on Economic Social and Cultural Rights (ECOSOC) and OECD Guidelines for Multinational Companies. The CLC has a long history of representing Canadian labour at the ILO, the global union movement, and regional organizations in the Americas. The CLC coordinates its work on international labour issues and engages in joint actions with the International Trade Union Confederation (ITUC) and with its representative body in the Americas, the Trade Union Confederation of the Americas (TUCA). The CLC is committed to using all international instruments available to promote Decent Work and improve the quality of work and life for Canadian workers. This project deals primarily with three types of international agreements to which Canada is a party:

History of Organization
The International Labour Organization was created in 1919 by Part XIII of the Versailles Peace Treaty ending World War I. It grew out of nineteenth-century labor and social movements which culminated in widespread demands for social justice and higher living standards for the world's working people. In 1946, after the demise of the League of Nations, the ILO became the first specialized agency associated with the United Nations. The original membership of forty-five countries in 1919 has grown to 121 in 1971.
The ILO has three major tasks, the first of which is the adoption of international labor standards, called Conventions and Recommendations, for implementation by member states. The Conventions and Recommendations contain guidelines on child labor, protection of women workers, hours of work, rest and holidays with pay, labor inspection, vocational guidance and training, social security protection, workers' housing, occupational health and safety, conditions of work at sea, and protection of migrant workers.

And the 1969 Nobel Peace Prize to the UN agency is a tribute to its success in translating this idea into action. Created in 1919 following the social and political upheavals of the First World War, ILO was honoured on the fiftieth anniversary of its founding11 December 1969in recognition of its work, grounded in the preamble to its constitution, which states that "universal and lasting peace can be established only if it is based upon social justice" ILO Director-General David Morse, in his acceptance speech on behalf of the agency, summed up its characteristic approach: "In spite of the political calamities, failures and disappointments of the past half-century, it has patiently, undramatically, but not unsuccessfully, worked to build an infrastructure of peace" The profound economic and social changes caused by the age of industrialization resulted not just in unprecedented growth in Europe but also in creating a large and vocal industrial working class, often at odds with the ruling classes. Alfred Nobel himself feared a social revolution, warning in 1892 of the dangers of a "new tyranny...lurking in the shadows" and its threat to world peace. Frederic Passy, winner of the first Nobel Peace Prize (1901), also called for social reforms as a foundation for international stability and peace.
