Activities
ILO fact sheet on Trafficking Children and Women in Cambodia In 2003, ILO/IPEC funded a project in coordination with AFESIP in order to provide rehabilitation assistance to victims of trafficking composed of nonformal education, vocational training, and income generating activities. At the Thai-Cambodian border, ILO/IPEC funded a similar project with Cambodian Children And Handicap Development (CCHDO). With the Cambodian Women's Crisis Center (CWCC), ILO/IPEC helped build the capacity of CWCC to provide rehabilitation assistance to child victims of sexual exploitation. With the Cambodian Centre for the Protection of Children's Rights (CCPCR), ILO/IPEC funded an integrated prevention, protection, and rehabilitation programme for girls at risk and victims of sexual exploitation in Sinhanouk Vile.

The General Conference of the International Labour Organization, Having been convened at Geneva by the Governing Body of the International Labour Office, and having met in its 87th Session on 1 June 1999, and Considering the need to adopt new instruments for the prohibition and elimination of the worst forms of child labour, as the main priority for national and international action, including international cooperation and assistance, to complement the Convention and the Recommendation concerning Minimum Age for Admission to Employment, 1973, which remain fundamental instruments on child labour, and Considering that the effective elimination of the worst forms of child labour requires immediate and comprehensive action, taking into account the importance of free basic education and the need to remove the children concerned from all such work and to provide for their rehabilitation and social integration while addressing the needs of their families, and

“The primary goal of the ILO today is to promote opportunities for women and men to obtain decent and productive work, in conditions of freedom, equity, security and human dignity.” ILO Director-General Juan Somavia The International Labour Organization (ILO) is a UN specialized agency which seeks the promotion of social justice and internationally recognized human and labour rights. The ILO was founded in 1919 and became the first specialized agency of the United Nations in 1946. The ILO has four principle strategic objectives:
  • to promote and realize standards and fundamental principles and rights at work; to create greater opportunities for women and men to secure decent employment; to enhance the coverage and effectiveness of social protection for all; to strengthen tripartism and social dialogue.
These objectives are realized in a number of ways:

WORK WITH OTHER INTERNATIONAL ORGANIZATIONS The WTO and International Labour Organization The WTO Secretariat maintains technical exchanges with the International Labour Organization with a view to helping members’ global economic policies. Activities range from compiling statistics, research and technical assistance and training. Over the years, the role of the WTO and the relationship between WTO agreements and ILO labour standards have been debated, sometimes intensively. There is a body of legal opinion that says the two cannot be examined in isolation because countries have to comply with all their international obligations.

Within the ILO, PROMALCO falls under the In Focus Programme for the Promotion of the Declaration (DECLARATION) and is being implemented by the ILO’s Sub Regional Office for the Caribbean. The International Labour Organization www.ilo.org
The International Labour Organization was founded in 1919 to give expression to the growing concern for social reform after World War I.
After World War II there was a dramatic restatement and enlargement of the ILO’s basic goals and principles made in the Declaration of Philadelphia. The Declaration anticipated postwar growth in national independence, and heralded the birth of large-scale technical cooperation with the developing world. In 1946, the ILO became the first specialised agency of the newly formed United Nations.
The ILO is the institutional framework which makes it possible to address issues related to the world of work and to find solutions allowing working conditions to improve everywhere.

        The International Labour Organization (ILO) is the UN specialized agency that promotes social justice and internationally recognized human and labour rights. The ILO was founded in 1919 under the Treaty of Versailles and became the first specialized agency of the UN in 1946. Within the UN system, the ILO has a unique tripartite structure, with workers and employers participating as equal partners with governments in the governance of the organization. Shortly before becoming an agency of the newly-formed United Nations, the ILO adopted what is known as the Philadelphia Declaration , which affirmed the following fundamental principles:

    Activities
    ILO Manila undertakes programs to improve health and safety consciousness, eliminate extreme forms of child labor and provide safety nets for marginalized workers. ILO/IPEC is cooperating with an NGO, the Visayan Forum Foundation , to operate a Halfway House which identifies and shelters at-risk children. The halfway house also introduces multi-sectoral services to victims at the point where they are most vulnerable. In FY 2003, ILO funded a number of anti-trafficking and pro-child development projects in the Philippines. In the North of the Philippines, there was a project to prevent and protect children in the tourism, entertainment and hotel industries, which is ongoing. The cooperating partners are the Department of Labour and Employment (DOLE), the Department of Social Welfare and Development (DSWD) and the Department of Tourism. Second, ILO funded a conference on strengthening interregional linkages to address child trafficking within the Philippines in cooperation with the DOLE (Regional Office in Manila). Third, ILO mobilized the community for the protection and rehabilitation of prostituted girls in cooperation with
