F ew Americans in the twentieth century have left a greater legacy to world peace than George C. Marshall (1880-1959). As chief of staff of the United States Army during World War II, it fell to Marshall to raise, train, and equip an army of several million men. It was Marshall who selected the officer corps and it was Marshall who played a leading role in planning military operations on a global scale. In the end, it was Marshall whom British Prime Minister Winston Churchill hailed as "the true organizer of victory." Y T o commemorate the fiftieth anniversary of the Marshall Plan, the National Portrait Gallery and the George C. Marshall Foundation have produced this exhibition, remembering Marshall and the leaders with whom he helped shape history for much of the twentieth century.
The exhibition and the catalogue have been made possible by a generous grant from the Bayer Corporation Pharmeceutical Division

      As Chief of Staff (1939-45) he was America's top-ranking soldier during World War II. He built and directed the largest army in American history. On September 1, 1939, he was promoted to Chief of Staff with the rank of General, and he was named General of the Army on December 16, 1944. Time Oct 19, 1942
      Strategy against Japan
      Marshall, who had charge of the Air Force, explained American strategy three weeks before Pearl Harbor:
      "We are preparing for an offensive war against Japan, whereas the Japs believe we are preparing only to defend the Philippines. ...We have 35 Flying Fortresses already there—the largest concentration anywhere in the world. Twenty more will be added next month, and 60 more in January....If war with the Japanese does come, we'll fight mercilessly. Flying fortresses will be dispatched immediately to set the paper cities of Japan on fire. There wont be any hesitation about bombing civilians—it will be all-out."

    Marshall, George Catlett (1880–1959), a United States army officer and statesman. In recognition of his having originated the Marshall Plan for European economic recovery—while serving as secretary of state, 1947–49—he was awarded the Nobel Prize for peace in 1953. As chief of staff of the U.S. Army, Marshall was in charge of overall operations in Europe and in the Pacific during World War II. He also took an important part in shaping the strategy of the war against the Axis. In 1944 he was made a general of the army. Marshall was born in Uniontown, Pennsylvania. In 1901 he was commissioned a second lieutenant after having graduated from Virginia Military Institute. In 1908 he graduated from the Army Staff College, where he remained as an instructor for two years. In 1917, after the United States entered World War I, Marshall went to France, where he distinguished himself in the St. Mihiel and Meuse-Argonne offensives. He coordinated the movement of more than 600,000 troops and 2,700 guns from St. Mihiel to the Meuse-Argonne front. He served in China from 1924 to 1927, and upon his return to the United States became a senior instructor and commandant at the Infantry School. In 1938 Marshall, with the rank of brigadier general, became deputy chief of staff of the army. In 1939 President Roosevelt appointed him chief of staff with the rank of full general. He resigned in November, 1945.
