Introduction
The global number of refugees reached an estimated 15.2 million persons at the end of 2008, according to the United Nations High Commissioner for Refugees (UNHCR) publication 2008 Global Trends: Refugees, asylum-seekers, returnees, internally displaced and stateless persons protracted refugee situations continues to be an issue of concern. During 2008, 604 000 refugees were repatriated voluntarily to their countries of origin, the lowest level since 2001 and the second lowest in the last 15 years. A total of 88 800 refugees were resettled in third countries in 2008, most of them in the United States, Australia and Canada. This represented an 18 per cent increase from 2007, and was the highest number of resettled refugees since 2001. In 2008 at least 839 000 claims for asylum were lodged with governments or UNHCR offices worldwide. This represents a 28 per cent increase compared to 2007 (653 800 claims). South Africa received by far the highest number of asylum claims (207 000, compared to only 45 600 in 2007), followed by the United States (49 600) and France (35 400). Asylum seekers remain a politically salient issue in many countries. Despite efforts at the international level to shore up the international asylum system, increasingly restrictive measures have been adopted by many asylum receiving countries.

CHAPTER I. - GENERAL PROVISIONS
1. The United Nations High Commissioner for Refugees, acting under the authority of the General Assembly, shall assume the function of providing international protection, under the auspices of the United Nations, to refugees who fall within the scope of the present Statute and of seeking permanent solutions for the problem of refugees by assisting governments and, subject to the approval of the governments concerned, private organizations to facilitate the voluntary repatriation of such refugees, or their assimilation within new national communities.
In the exercise of his functions, more particularly when difficulties arise, and for instance with regard to any controversy concerning the international status of these persons, the High Commissioner shall request the opinion of an advisory committee on refugees if it is created.
2. The work of the High Commissioner shall be of an entirely nonpolitical character; it shall be humanitarian and social and shall relate, as a rule, to groups and categories of refugees.

History of Organization
The Office of the United Nations High Commissioner for Refugees (UNHCR) was originally established by the General Assembly of the United Nations for a three-year period from January 1, 1951, to December 31, 1953, but it has since been voted successive five-year extensions through 1958, 1963, 1968, and 1973. Within the framework of the United Nations, the UNHCR superseded the International Refugee Organization (IRO), 1947-1952, which had in its turn taken over the refugee work of the United Nations Relief and Rehabilitation Administration (UNRRA), 1943-1947.
With headquarters in Geneva and at present some thirty branch offices situated in strategic spots throughout the world in addition to special representatives and correspondents, UNHCR is not a specialized agency but an integral part of the UN, its High Commissioner being nominated by the Secretary-General and elected by the General Assembly.

International Notes Outbreak of Pellagra Among Mozambican Refugees - Malawi, 1990
Micronutrient deficiency disorders, including pellagra, have emerged as major problems in refugee populations that depend on international relief assistance for food supplies (1,2). This report summarizes an investigation of pellagra that occurred among Mozambican refugees in Malawi during 1990. Since 1987, approximately 900,000 Mozambicans have fled armed conflict in their homeland to seek refuge in neighboring Malawi. Approximately half are housed in refugee camps; the remainder live in villages integrated with the local Malawian population. Overall refugee relief assistance is coordinated by the Office of the United Nations High Commissioner for Refugees (UNHCR). Health care is provided by Malawian Ministry of Health personnel assisted by private voluntary organizations. During July-October 1989, 1169 cases of pellagra were detected among Mozambican refugees settled in 11 sites (including both camps and integrated villages) in southern Malawi (1). From February 1 through October 30, 1990, 17,878 cases were reported among 285,942 refugees (attack rate (AR)=6.3%) (Figure 1). During the 1989 outbreak, Medecins Sans Frontieres, Paris (MSF), the private voluntary organization that provided health care in the 11 sites, established a passive surveillance system in which persons with pellagra who presented to health facilities were recorded separately. (Previously, pellagra cases were reported as unspecified "nutritional disorders" according to the national disease surveillance system.) In July 1990, active case detection was instituted, and detailed information was collected on each patient (including age, sex, address, nationality, date of arrival in Malawi, duration of illness, and clinical signs).

The Nobel Peace Prize 1954 was awarded to Office of the United Nations High Commissioner for Refugees. The Office of the United Nations High Commissioner for Refugees received the Nobel Prize one year later, in 1945. During the selection process in 1944, the Norwegian Nobel Committee decided that none of the year's nominations met the criteria as outlined in the will of Alfred Nobel. According to the Nobel Foundation's statutes, the Nobel Prize can in such a case be reserved until the following year, and this statute was then applied. Cholera Outbreak among Rwandan Refugees Democratic Republic of Congo, April 1997
In April 1997, a cholera outbreak occurred among 90,000 Rwandan refugees residing in three temporary camps between Kisangani and Ubundu, Democratic Republic of Congo (formerly Zaire). Medecins Sans Frontieres (MSF) established two referral medical centers and a cholera treatment center in these camps. Personnel from MSF, Zairean nongovernmental organizations (NGOs), and the Office of the United Nations High Commissioner for Refugees (UNHCR) implemented morbidity and mortality surveillance to monitor refugee health status. This report presents the findings of the surveillance system and indicates this outbreak was characterized by a higher death rate than that observed in previous cholera outbreaks in refugee populations. The daily number of deaths in the camps was obtained from Zairean Red Cross Society volunteers, who were responsible for burying bodies in mass graves. During March 30-April 20, 1997, a total of 1521 deaths were recorded, most of which occurred outside of health-care facilities. The daily crude mortality rate (CMR) ranged from seven to 14 per 10,000 population; the average daily CMR during this period was 9.9 per 10,000 population. Active identification and referral for treatment of cholera cases was initiated by hiring Rwandan community health workers who were familiar with the refugees in their section of the camps. Cholera was defined as sudden onset of watery diarrhea resulting in dehydration. Clinical characteristics included vomiting (60% of patients), moderate to severe dehydration (50%-70%), and fever greater than 99.5 F (greater than 37.5 C) (less than 20%).

Eighty percent are women, children and the elderly. Albert Einstein, Sigmund Freud and Rudolf Nureyev were all refugees who, along with many others, later became famous and left their individual mark on history.
Nothing to lose Michael was born in 1978, in a small village in far south of Sudan. He was born in period of relative peace in Sudan, which has been ravaged by civil war for much of the past 75 years. The oldest son of a vendor in the village's open air market, Michael and his family enjoyed a quiet life until civil war broke out anew in 1983. In 1989, roaming pro-Government Islamic militias called Marahallin raided Michael's town in search of rebels and rebel sympathizers. In a series of home raids, militias killed an uncle and two of Michael's aunts. Later, they returned and murdered his father in the town's market. Michael, his mother and young brother were suddenly without any means of support or protection. It was at this moment that Michael decided that he must escape, or die in the process. To Michael, it was only a question of days or hours before he would die from the police's various forms of physical torture. With his father, uncle and aunts dead, and his mother and young brother enslaved and possibly already dead somewhere in the vastness of Sudan, Michael concluded he "had nothing to lose."
