The United Nations High Commissioner for Refugees (UNHCR) makes a unique contribution to the Joint UN Programme on AIDS. It has substantial ongoing AIDS programmes and logistics in place to reach refugees, internally displaced persons (IDPs), other persons of concern to UNHCR as well as the surrounding host communities, which are often located in remote areas.
UNHCR has established an HIV unit with technical experts at headquarters and in the field. AIDS programmes have now expanded from Africa to Asia, the Americas, Middle East and Eastern Europe.
UNHCR has comprehensive AIDS programmes in areas such as assessments, voluntary counselling and testing, prevention of mother-to-child transmission, HIV prevention, development and dissemination of information-education-communication materials and in monitoring and evaluation. UNHCR has developed a competence and expertise in HIV in conflict settings, particularly related to displaced populations. A comprehensive HIV information system has been developed and implemented. Baseline data regarding HIV-related risks have been gathered to make informed decisions for effective HIV interventions, to follow trends over time, and to dispel misperceptions. HIV behavioural and sentinel surveillance surveys have been conducted in various refugee camps in Africa and Asia. Numerous AIDS and refugee publications have been released including a policy on antiretroviral medication for refugees.

    The Office of the United Nations High Commissioner for Refugees was established on December 14, 1950 by the United Nations General Assembly. The agency is mandated to lead and co-ordinate international action to protect refugees and resolve refugee problems worldwide. Its primary purpose is to safeguard the rights and well-being of refugees. It strives to ensure that everyone can exercise the right to seek asylum and find safe refuge in another State, with the option to return home voluntarily, integrate locally or to resettle in a third country. It also has a mandate to help stateless people. In more than five decades, the agency has helped tens of millions of people restart their lives. Mr. Chairman, Mrs. Sadako Ogata, the High Commissioner for Refugees much regrets that at the last moment she was unable to travel here today and deliver her statement herself. She asked me to deliver it for her, and thus, I quote: "Over the last several weeks my office has faced one of the worst humanitarian catastrophes in recent years. The conflict in Eastern Zaire has forced a million Rwandan and Burundi refugees to desert their camps and many thousands of Zairians to flee their villages. As a result, an unknown number of women, children and men have died in recent days, many through lack of food. I am therefore extremely grateful for this opportunity to address the World Food Summit. The commitments, objectives and actions laid down in the Plan of Action are of fundamental importance to the work of my office, to protect and assist refugees and to find solutions to their plight. Today, there are more than 26 million refugees, internally displaced and other persons of concern to my office worldwide, victims of persecution and conflict. As we have experienced in many regions, poverty, famine and unfair land distribution policies, frequently linked to social discrimination and bad governance, risk leading to social instability and may exacerbate ethnic and other communal tensions. Ultimately, they cause outright conflict and large-scale refugee movements.

1954 Nobel Peace Prize Laureate (UNHCR) Office of the United Nations High Commissioner for Refugees
established Jan., 1951, by the General Assembly. It superseded the International Refugee Organization. It seeks permanent solutions to refugee problems, offers international protection to refugees, coordinates the activities of voluntary agencies, and assists the most needy refugee groups. It was awarded the Nobel Peace Prize in 1954 and 1981. In the late 1950s the office of UNHCR aided refugees from Hungary, Algeria, Morocco, and Tunisia, and Chinese refugees in Hong Kong. Since the 1960s most of its economic assistance has gone to refugees created by tribal and political conflicts and civil wars. In the 1980s and 90s such conflicts have taken it to the Horn of Africa, Central America, Pakistan, Southeast Asia, Iraq, Iran, Turkey, and the former Yugoslavia.

CHAPTER I. - GENERAL PROVISIONS
1. The United Nations High Commissioner for Refugees, acting under the authority of the General Assembly, shall assume the function of providing international protection, under the auspices of the United Nations, to refugees who fall within the scope of the present Statute and of seeking permanent solutions for the problem of refugees by assisting governments and, subject to the approval of the governments concerned, private organizations to facilitate the voluntary repatriation of such refugees, or their assimilation within new national communities. In the exercise of his functions, more particularly when difficulties arise, and for instance with regard to any controversy concerning the international status of these persons, the High Commissioner shall request the opinion of an advisory committee on refugees if it is created. 2. The work of the High Commissioner shall be of an entirely nonpolitical character; it shall be humanitarian and social and shall relate, as a rule, to groups and categories of refugees.

UNHCR Office in Moscow was opened in October 1992 with the signing of an Agreement with the Ministry of the Foreign Affairs of the Russian Federation. In 1993, the Russian Federation ratified the 1951 Convention Relating to the Status of Refugees and its 1967 Protocol, and adopted national laws on refugees and forced migrants. The Federal Migration Service (FMS) was founded to deal with refugees, displaced persons and other migrant issues. This laid the groundwork for UNHCR to start assisting the Russian authorities in adopting and implementing these laws in accordance with international standards and to focus on protecting and assisting persons in need of international protection. In 1997, the Russian Federation refugee law was amended and a subsidiary protection regime of temporary asylum was established. UNHCR’s main objective in the Russian Federation is to support the development of an asylum system that meets international standards. UNHCR’s operations in the Russian Federation are aimed at protecting and assisting various categories of persons who have been forced to leave their homes: refugees, stateless persons and internally displaced persons. This assistance is provided through various governmental and non-governmental organizations. By the end of 2003, UNHCR has a total of 40 implementing partners in the Russian Federation. UNHCR has been part of the UN humanitarian programme in the North Caucasus for the benefit of persons displaced as a result of hostilities in Chechnya from 1995 until 1997, and since 1999 after the resumptions of hostilities in Chechnya.

Many African migrants go to Libya with the hope of crossing to Europe The United Nations refugee agency says it has been ordered to leave Libya. A spokeswoman said the UNHCR regretted the order to close its office in the country. "We have not been given any reason by Libyan authorities for why we should leave the country," said Melissa Fleming. Thousands of migrants from sub-Saharan Africa pass through Libya on their way to Europe each year. A well-informed foreign observer in Tripoli speculates that the problem between the UNHCR and Libyan officials is rooted in their different approach on the issue of refugees and asylum seekers.
