United Nations Peacekeeping
UN SITE SEARCH: United Nations peacekeeping is a unique and dynamic instrument developed by the Organization as a way to help countries torn by conflict create the conditions for lasting peace. The first UN peacekeeping mission was established in 1948, when the Security Council authorized the deployment of UN military observers to the Middle East to monitor the Armistice Agreement between Israel and its Arab neighbours. Since then, there have been a total of 64 UN peacekeeping operations around the world. The term "peacekeeping" is not found in the United Nations Charter and defies simple definition. Dag Hammarskjöld, the second UN Secretary-General, referred to it as belonging to "Chapter Six and a Half" of the Charter, placing it between traditional methods of resolving disputes peacefully, such as negotiation and mediation under Chapter VI, and more forceful action as authorized under Chapter VII. Over the years, UN peacekeeping has evolved to meet the demands of different conflicts and a changing political landscape. Born at the time when the Cold War rivalries frequently paralyzed the Security Council, UN peacekeeping goals were primarily limited to maintaining ceasefires and stabilizing situations on the ground, so that efforts could be made at the political level to resolve the conflict by peaceful means.  Those missions consisted of military observers and lightly armed troops with monitoring, reporting and confidence-building roles in support of ceasefires and limited peace agreements.

After the 1974 Greek coup-d'etat and the Turkish invasion of Cyprus , the UN Security Council extended and expanded the mission to prevent that Cyprus dispute turning into war.

    In 1995, UNFICYP found that Turkish Cypriots living in the southern part of the island were not subject to a restrictive regime and under the law enjoyed the same rights as other citizens. At the same time, in several respects, it was found that Turkish Cypriots were often the victims of capricious discrimination and harassment and thus did not enjoy a fully normal life. With regard to Greek Cypriots and Maronites living in the northern part of the island, the review confirmed that those communities were the objects of very severe restrictions imposed by the Turkish Cypriot authorities, which curtailed the exercise of many basic freedoms and had the effect of ensuring that, inexorably with the passage of time, those communities would cease to exist in the northern part of the island.

The United Nations Peacekeeping Forces
Towards the end of the Cold War, the Nobel Committee wished to indicate that the United Nations ought to have greater influence on international politics. It did so by awarding the Peace Prize to military personnel who had served as observers and UN soldiers. From 1948 to 1988, over 500,000 persons from 53 states took part in the UN's peacekeeping operations. Of them, 733 lost their lives.
Up to 1988, the world organization had sent peacekeeping forces to the Middle East, Kashmir, Cyprus, the Congo, and West New Guinea. The units were under the command of the UN Secretary-General, and were made available voluntarily by member countries. With the exception of the forces that were sent to the Congo, the troops were equipped with light arms for self-defense. Their main assignments were to report on the situation in crisis areas, set up buffer zones, keep up contacts between conflicting parties, monitor armistice agreements, maintain calm and good order, and give humanitarian aid. The United Nations Peacekeeping Forces (1988) The United Nations Peacekeeping Forces are employed by the World Organization to maintain or to re-establish peace in an area of armed conflict. The UN Peacekeeping Forces may only be employed when both parties to a conflict accept their presence. We distinguish between two kinds of peacekeeping operations - unarmed observer groups and lightly-armed military forces. The Peacekeeping Forces are recruited from among the young people of many nations, who, in keeping with their ideals, voluntarily take on a demanding and hazardous service in the cause of peace. Their efforts contribute in a particularly appropriate way towards the realization of the goals of the United Nations. 733 young people have sacrificed their lives in the service of the peacekeeping. To the present there have been - or are - 13 peacekeeping operations, fifty-three countries have contributed with personnel, and the maximum force has been a total of 50,000 people. If one counts all the soldiers who have been involved in these operations, the total is something like 500,000 people. The young people in the United Nations Peacekeeping Forces play an important role in establishing, maintaining and promoting peace throughout the world.

It is distinguished from both peacebuilding and peacemaking Peacekeepers monitor and observe peace processes in post-conflict areas and assist ex-combatants in implementing the peace agreements they may have signed. Such assistance comes in many forms, including confidence-building measures, power-sharing arrangements, electoral support, strengthening the rule of law, and economic and social development. Accordingly UN peacekeepers (often referred to as Blue Beret because of their light blue berets or helmets) can include soldiers, police officers, and civilian personnel. The United Nations Charter gives the United Nations Security Council the power and responsibility to take collective action to maintain international peace and security. For this reason, the international community usually looks to the Security Council to authorize peacekeeping operations.
