    A tale of two bellies
    The remarkable demographic difference between America and Europe
    Aug 22nd 2002 DEMOGRAPHY, said Auguste Comte, a 19th-century French philosopher, is destiny. Well, not exactly, is the correct reply, for other things matter too and even demographic trends can change over the decades. But it is certainly important, and its effects endure for longer, and have a wider impact, than most other social or economic forces. More attention should be paid to population trends, by politicians, economists, sociologists and even those studying international relations. For something extraordinary is happening, right now, in the populations of the United States and of Western Europe. More strictly, the extraordinary change is taking place just in the United States. But if it continues, it will open up a remarkable gap between the rich countries on the opposite sides of the Atlantic, which could have big policy implications for both of them. At present, West European countries are following what seems to be a normal demographic path: as they became richer after the 1950s, so their fertility rates fell sharply. The average number of children borne by each woman during her lifetime fell from well above the “replacement rate” of 2.1—the rate at which the population remains stable—to less than 1.4 now. The United States followed that pattern too, until the 1980s. But then something astonishing happened: the American fertility rate reversed its decline, and even rose quite sharply, back almost to the replacement rate.

These programs are the only comprehensive demographic training in Sweden and are well connected with research schools throughout the world. Our research concentrates on family dynamics childbearing, partnerships, households and the cultural, social, economic, and political conditions that underlie them. Most of the work we do is comparative, engaging data from countries throughout Europe and the rest of the world. Both in Russia and abroad, much of the focus has been on the extent of the crisis and the potential size of Russia’s population in 2050. In a country where every month seems to bring a new “decisive political struggle,” timelines stretching over half a century are not likely to generate effective policy responses. By emphasizing the more
immediate social and political implications of these important issues, it may be possible to derive both a framework for understanding developments in Russian politics and some practical policy recommendations.
When we begin to discuss the implications of Russia’s population crisis, the temptation is almost always to provide a laundry list of serious problems. I have succumbed to this practice myself (Balzer 2002; 2003). But, like the half-century timelines, extensive lists tend to overwhelm audiences and policy-makers. Rather than stimulating action, they can produce a feeling of being overwhelmed and a belief that if things are that bad, there must be some mechanism of self-correction that enables human societies to survive. Since it is not possible to do everything, why not do nothing? The “demographic perspective” is relating population factors (such as the size and growth of a population, or the location in urban and rural areas) to larger political, economic and social issues. Demography has come to have a wider meaning, and is now used for all statistical descriptions of human life conditions, including illnesses, socioeconomic indicators, and other aspects of living conditions - as long as the statistics refer to the numbers of individual people who exhibit the characteristic in question.

    GENERAL INFORMATION
    The Center for Demography and Population Health at Florida State University offers a program leading to the degree of Master of Science in Demography. The program has been designed for students who wish to specialize in population studies and develop proficiency in the use of demographic concepts, data, and techniques. Emphasis is placed on the development of intellectual and analytical skills useful in a research setting. Students entering the program should have career objectives which will place them in either the private or public sector in mid-level research oriented positions. Examples of employers who have hired graduates of the program are federal, state, and local governmental agencies, marketing research firms, other businesses and independent research institutes. DEGREE REQUIREMENTS (updated July 2008) Candidates for the degree will be required to complete a minimum of 33 semester hours, including a 24 hour demographic core (shown below), 3 hours of graduate-level elective courses approved by the Director and normally selected from the list below, and 6 hours for preparation of the Masters Research Paper (DEM 5972). The Masters Research Paper is often completed in combination with a summer internship.

While world fears have generally centered around the proliferation of nuclear, biological, and chemical weaponry, the major time bomb clicking away is a demographic one. In 1998, the two hundredth anniversary of Thomas Robert Malthus's "Essay on the Principle of Population" was observed. Developed in this work is how under ideal conditions human numbers increase geometrically. (See Frank Elwell's Reclaiming Malthus site.) Six years after its publication, in 1804, world population first reached one billion people. Just 123 years later the population reached two billion, and in 47 years doubled again to four billion in 1974. In the fall of 1999, one born in 1960 will have seen the world's population double from 3 to 6 billion (check out ZPG's Y6B page ); one born in 1927 will have seen human numbers tripled (source: United Nations, 1998 ). Of the estimated 105 billion humans who have ever been born, 5.5 percent are currently alive Around the world the number of births in 1998:
