Peer review or scientific review of proposed research, replication of experiments, and publication of results provide the basis for scientific advances, quality control, and public confidence in scientific research. As a major producer and user of research, JPL has a vital interest in the integrity of the research record. It is the responsibility of all JPL employees to conduct and report research in a manner that justifies the public's trust. Research misconduct is defined as fabrication, falsification, failing to acknowledge contributions to your works, or plagiarism in proposing, performing or reviewing research, or in reporting research results. It does not include honest error or honest differences of opinion. Link to the Ethics in Research policy for more details.

Karen Halasa Preface Bibliography Ethics Committee Preface Following the production of its Code of Ethics in 1993, the AARE Executive established an ongoing Ethics Committee. The role of the Ethics Committee was to promote further discussion of ethics in the educational research community, to consider ethics matters referred by members and, where necessary, to revise the code or provide additional resources or forums concerning ethics. Since 1993, the AARE has sponsored a regional conference on ethics in educational research; has published a new collection of work on this area (Ethics and Educational Research, edited by Martin Bibby, RARE No. 4, 1997) and has given further attention to the matter of research ethics relating to research involving indigenous people, and is recommending the use of the AIATSIS guidelines in this area. The commissioning of Karen Halasa to produce an annotated bibliography for reference by members was intended to provide a further and complementary resource on ethics for members. The Annotated Bibliography is not intended to be an evaluation of materials listed or of particular approaches to discussions of ethics; it is presented as a service to alert members to materials and writers in this area. We hope that the present listing will be revised and will grow as members tell us of other useful materials in this area. POLICY AND PROCEDURES ON ETHICS IN RESEARCH The University of North Carolina at Chapel Hill August 15, 1994 Policy Procedures Upon receipt of written allegations, the Dean shall immediately notify the accused employee of the alleged violation of the Policy. A written report of the inquiry shall be prepared by the Dean and the Provost that states what evidence was reviewed, summarizes relevant interviews, and includes the conclusions and recommendations of the inquiry. A copy of the report shall then be given to the accused employee. If the accused employee comments on the report, those comments shall be made a part of the record. If the judgment is made by the Dean and Provost that the charge does not warrant an investigation, any reference to the charge in the personnel file of any individual shall be removed promptly. All materials relating to the charge and the determination shall be sent to the Chancellor, who shall be responsible for their security. Such records shall be maintained for at least three years. Health services researchers and policy analysts strive to generate and disseminate reliable research that informs policy and practice. Maintaining integrity in this process can be challenging as research endeavors become increasingly commercial, take place in a variety of settings, involve various stakeholders, draw on multiple funding sources, and involve judgment where bias and personal interests can affect data. Conflicts of interest can easily arise and threaten the integrity and credibility of the research, researchers, funders, and the field as a whole. It is important that researchers be able to identify these conflicts of interest and know how to manage them when they arise. AcademyHealth, with support from the Association of American Medical Colleges and the Department of Health and Human Services (DHHS) Office of Research Integrity, developed a Curriculum Module that can be used by individuals and institutions to evaluate their own behavior, update their policies, educate their trainees, and guide the management of difficult ethical situations. This module is based on AcademyHealth's Ethical Guidelines for Managing Conflicts of Interest in Health Services Research , which were developed by the Ethical Guidelines Committee (“Committee”), a higly-regarded panel of individuals from a variety of organizations reflecting a wide range of disciplines.

Introduction
Although clinical practice is the primary professional activity of the great majority of Association members, there is no doubt that scholarly activities (e.g., research or grant writing) also constitute a major professional focus for many. For example, year-end data for 2006 indicated that 1,684 ASHA members considered research to be their primary or secondary employment activity. The professional inclusion of scholarship is also clear in the Association's activities, such as conventions and publication of peer-reviewed journals. It is therefore fitting that the Association's Code of Ethics provide guidance when members and other holders of the Certificates of Clinical Competence engage in research and other scholarly work.
