Home Library US Military History Companion With its ability to hover, take off and land rapidly, and fly close to the world's land and seas, the helicopter has extended the efficacy of air power by bringing it down to earth. In contrast to many other aviation developments which seemed focused on creating an independent role for airpower, for most of its existence helicopter aviation has concentrated on intimate involvement with land and sea forces. The first complete helicopter (“gyroplane”) performance was accomplished by Louis‐Charles Breguet in 1935. Four years later, Igor Sikorsky captured the imagination of the military with several demonstrations of his VS‐300, XR‐4, and XR‐6 helicopters before high‐ranking officials of various U.S. and British defense units. After developing Sikorsky's ideas, the U.S. military put helicopters into service at the end of World War II , primarily for air rescue. In the

    Introduction
    Helicopters are expensive. Helicopters are slow. Helicopters can't carry very much. Helicopters run out of fuel before they have flown very far. Compared to an airplane you sacrifice a tremendous amount of utility in exchange for the following:
    • the ability to land anywhere
    • the ability to fly very low and/or slow (though doing both at the same time is not recommended, as explained below)
    Helicopters are also fun and challenging. Helicopters also offer a better career path than airplanes; the world is drowning in airplane pilots and desperately short of helicopter pilots.
    Helicopters versus Airplanes for Private Pilots
    FAR 91.119 says "Except when necessary for takeoff or landing, no person may operate an aircraft below the following altitudes..." and it turns out to be illegal to fly an airplane less than 1000' above the rooftops of a city (i.e., about 1200' above the ground) or 500' from any person, vessel, vehicle, or structure in the countryside (i.e., at least 500' above the ground). This is a much closer look than you would get in a commercial airliner, but it isn't all that close. FAR 91.119(d) says "Helicopters may be operated at less than the minimums prescribed in paragraph (b) or (c) of this section if the operation is conducted without hazard to persons or property on the surface." As long as the helicopter could autorotate to a tennis court, road, or field in the event of an engine failure, the pilot can fly much lower than in an airplane. This, combined with the view through the bubble, is what makes helicopters so great for sightseeing.

    Like surveillance cameras, high-powered binoculars and armoured personnel carriers , helicopters are devices that were originally invented, manufactured and used during wars on foreign soil by the military, and that are now sold on the cheap to civilian law enforcement authorities (in the United States: the FBI, the BATF and the DEA), which use them for "operations other than war." Such "technology transfers" are in violation of the Posse Comitatus Act of 1878 (and all of the rulings that have been based upon it), because these transfers increasingly involve the US military in domestic law enforcement and thus create a military police state Technology transfers began in the late 1960s, when local police forces were nearly overwhelmed by huge demonstrations, widespread riots and armed revolutionary groups. Another milestone came in the early 1980s, when Ronald Reagan declared that the US was fighting a "war on drugs," and that Californian law enforcement authorities needed, among other things, Special Weapons and Tactics (SWAT) teams and helicopters equipped with surveillance cameras, microphones and infra-red sensors. But it was in the early 1990s, that is, at the end of the Cold War, that technology transfers really began in earnest. (Black Hawk military helicopter patrols NYC, March 2003.)
