The JIII was originally established under the name of the "Association for the Protection of Industrial Property" on May 5, 1904, both by Mr. Keigo Kiyoura, the then Minister of Agriculture and Commerce, and by Mr. Kinya Kume, the then Director General of the Patent Office, for the purpose of developing and safeguarding industrial property. In 1906, the Association was reorganized as a Corporate Juridical Person in order to solidify its foundation and expand its activities for promoting inventiveness. In 1910, it was renamed the "Imperial Institute of Invention and Innovation." In 1936, the institute was reorganized by unifying invention-encouraging organizations that the existed throughout Japan. At this time H.I.H.Prince Takamatsu was named as Patron. Since then, the institute has promoted activities for inventiveness by utilizing its nation-wide system. In 1947, the institute changed its name to the " Japan Institute of Invention and Innovation (Hatsumei Kyokai)", and has been under the Patron of H.I.H.Prince Hitachi since 1968.

For all the talk about protecting innovation, we've often pointed out that the patent system seems to do the exact opposite making it more difficult for those who are actually innovating, while giving money to those who haven't done anything at all. Last year, Michael Schrage wrote an interesting piece pointing out the very important differences between invention and innovation , where he noted that innovation is more important but the patent system is more about protecting invention. Basically, plenty of people or companies who "invented" an idea were never able to capitalize on the idea at all. If you want to learn about the importance of "invention", talk to a patent attorney. If you want to hear about the importance of "innovation" - talk to anyone who is trying to develop and market and idea. The history of invention is the story of litigation – innovation is the story of incremental improvements and commercial success.
Innovation Patent
Fortunately, in Australia, and some other countries there is an alternative to the standard patent that has a requirement for the idea to be both novel and inventive. In Australia, this alternative is called the innovation patent.
Threshold and Protection
The innovation patent system in Australia requires a lower inventive threshold than the standard patent and provides protection for lower level inventions. It has a shorter life of eight (8) years compared with the 20 years of a standard patent.
Advantages of Innovation Patent
An innovation patent is granted after a formalities check and will provide the patent owner with a right that is quick and cheap to obtain, is relatively simple and that will last for a sufficient time to encourage investment in developing and marketing the invention.

TECHNOLOGICAL INVENTION AND INNOVATION Invention is the most important product of scientific knowledge. Without invention, science would be merely inquiry for its own sake, serving few and helping no one. Invention involves the discovery of new processes, ideas or tools. Invention is prioritary, meaning that only a new or previously unknown discovery can be considered an invention, as opposed to the development of an already existing one. Patenting an invention requires priority, meaning that no one else must have come up with the same (or similar) idea at any previous time. Patenting involves an exhaustive scrutiny of an idea’s novel qualities and an evaluation of its potential uses by experienced specialists from various fields. The evaluation of a patent application often requires years before a final determination on award can be made. Innovation , on the other hand, involves the use or development of an invention for some useful purpose. Innovations have often served as the point of departure for new inventions. Innovation is typically less risky than invention, since it usually deals with known parameters, qualities or quantities.

Successive experimentation is therefore part of continuous invention. For the kinds of organizations typical of technocapitalism, continuous invention and innovation are vital necessities. Why are continuous invention and innovation important? Continuous invention and innovation help reduce the risk and uncertainty surrounding research. Invention is possibly the riskiest of all corporate activities. Coming up with a new discovery often involves much trial and error, with no certainty over outcomes. It is typically impossible to anticipate whether any invention or innovation will be successful as a product. The reduction of risk and uncertainty is particularly important for corporate organizations facing regulatory hurdles.

Invention vs. Innovation
The usage of the term innovation has grown exponentially over the years, I wonder indeed if it would be possible to open a business magazine, a newspaper or a management book without coming across it at some point. It is also a fact that during the 80s and 90s whenever managers or shareholders talked about mergers and strategic decisions they would justify everything with the word synergy. What is the purpose of such acquisition? Synergies! Why is your company investing in such segment? Synergies! Well, guess what, now they have another magic word under their belt, innovation Long Term Success or Survival? The first confusion to dismiss is the difference between invention and innovation . The former refers to new concepts or products that derive from individual’s ideas or from scientific research. The latter, on the other hand, represents the commercialization of the invention itself. It is important to have this difference clearly outlined because an invention may have little economic value, if at all. In order to monetize an invention it is necessary to transform it into innovation, and such transformation is possible once we find a target customer, application or market.
