This is the 13th annual report on the conditions affecting the Racine Unified School District (RUSD). This year, our analysis again focuses on the long-term historical trends in RUSD and compares the district to nine peer districts across the state. The peer districts are those with the most similar enrollments to RUSD. The report is configured in accordance with district-determined quality objectives of operational efficiency, student engagement, and student achievement. To assess RUSD’s progress in meeting those objectives, the report analyzes finance data, attendance and disciplinary data, and standardized test scores and graduation rates. Context is provided with enrollment and demographic data.

Milwaukee County 2011 Executive Budget

In light of the serious and longstanding fiscal problems facing Milwaukee County government, one might have expected the county executive’s 2011 recommended budget to look like his previous budgets, with tough programmatic decisions and proposals for new ways to operate county services. Instead, this year’s budget replaces such initiatives with the singular strategy of reducing wages and benefits for county employees and retirees as the means to erase its annual structural gap. Programs that have been on the chopping block in previous years – such as the Interim Disability Assistance Program, UW-Extension and Parks community centers – are fully funded. In fact, the only controversial program modifications to resurface from previous years are elimination of the Community Justice Resource Center, reductions in full-time Parks maintenance workers, and a reduction in transit service hours. Meanwhile, this is the first budget in years not to include new privatization initiatives. Finally, this year’s recommended budget not only keeps the property tax level, but reduces it by $1 million, while keeping most fees (including transit fares and zoo admissions) at 2010 amounts.

    The ACM Public Policy Office represents ACM and its US Public Policy Council (USACM) on information technology policy issues that impact the computing field. It seeks to educate policymakers and the public about policies that will that foster innovations in computing and related disciplines in ways that benefit society. It also informs ACM's members and the public about policy developments through its weblog Washington Update newsletter and articles in ACM publications.
    Cameron Wilson serves as ACM's Director of Public Policy and heads its Public Policy Office. David Bruggeman serves as the Office's Public Policy Analyst.
    USACM USACM , composed of ACM member volunteers, serves as the focal point for ACM's interaction with US government organizations, the computing community, and the public on public policies affecting information technology. Supported by the ACM Office of Public Policy, USACM seeks to inform the US government about policies that impact the computing community and the public. It also identifies significant technical and public policy issues; monitors information on relevant US government activities; and responds to requests for information and technical expertise from US government agencies and departments.
