Although Pepperdine University and the Kemp family have agreed not to proceed with plans for the Jack F. Kemp Institute for Political Economy at Pepperdine's School of Public Policy, the legacy of this extraordinary American will be passed along to future generations. The original vision of the Kemp Institute at Pepperdine included a dynamic and vital role for Secretary Kemp, but with his passing in May of this year, new and unique opportunities are being considered. James R. Wilburn, dean of Pepperdine’s School of Public Policy, stressed the importance of ensuring that Secretary Kemp’s contributions to social and political thought are passed along to future generations. “Jack Kemp’s ideas and ideals that were characterized in his life are needed by the nation now more than ever,” said Wilburn. “Pepperdine University has enjoyed a long association with Jack Kemp and his belief in the indivisibility of freedom—whether political, economic, or spiritual—and is pleased that these beliefs will continue.” Wilburn concluded that the University would work closely with the family to bring about a smooth transition while the new direction is established and that the University will communicate directly with donors who have made pledges and contributions to support the Kemp Institute.

Wednesday, October 27th, 2010 The ISRC is gearing up for the UI Hawkeye Poll, which will be in the field starting November 4th, 2010. Callers will be polling Americans on post-elections political attitudes toward current issues such as immigration, special-interest groups, and same-sex marriage.   • SUMMARY MOST RECENT DEVELOPMENTS BACKGROUND AND ANALYSIS Financial and Ridership Experience ... SUMMARY The Administration and Amtrak request a capital grant of $571 million for Amtrak for FY2000. The Administration has stated that it will propose giving Amtrak the capital grant flexibility that transit has. Congress, the Administration, and Amtrak agree that Amtrak will receive no federal financial operating assistance after FY2002. But, in February 1999, the Inspector General of the U.S. Department of Transportation (DOT), and the U.S. General Accounting Office (GAO), testified before Congress that Amtrak is likely to need continued federal financial operating assistance after FY2002. The Amtrak Reform and Accountability Act of 1997 ("the ARAA Act", P.L. 105-134 ) provides that if Amtrak does need such aid after FY2002, the Amtrak Reform Council ("Council"), created by that Act, will submit to Congress an Amtrak restructuring plan and Amtrak will submit to Congress an Amtrak liquidation plan. The requirement to produce these plans could be triggered by the Council at any time after December 2, 1999, if it concludes that Amtrak will not survive without federal operating assistance after FY2002. The ARAA Act made Amtrak operating reforms, including authority (§101) to shed unprofitable routes without preserving a national system. Every Amtrak

    “Deflection Standard” may increase postage for some newspapers

    On Oct 3, 2010, the U.S. Postal Service implemented revised deflection standards, known as the “droop rule,” which may result in an assessment of additional postage for some newspapers. Most newspapers’ mailed products – newspapers and/or Total Market Coverage products – will not be impact as the standard excludes High Density and Saturation ECR flats and flats mail drop shipped at local post offices, called Destination Delivery Units. This new standard is intended to bring postage rates for non-automated flats in line with flats that can be automated. After losing $13 billion over the last two years, the Postal Service has been trying to move more mail toward automation systems in order to lower costs.
