Public policy is the result of Congressional legislation, presidential executive orders, and government agency regulations. Many people see the creation of public policy as synonymous with its implementation. However, creation of public policy is the beginning, not the end. It is public policy implementation that determines whether the goals of the public policy created are realized.
The Institute for the Study of Public Policy Implementation’s Leadership Forum is dedicated to identifying difficult public policy implementation issues and creating solutions by facilitating dialogue among the stakeholders of the public policy implementation process: members of Congress, political appointees, members of the Senior Executive Service, managers, union leaders, and academics who study public administration. Institute meetings occur in a safe, facilitated environment that allows stakeholders to explore root causes for policy implementation breakdowns and how those breakdowns can be eliminated.

Government works if you show up and participate. Your Colorado Corn Growers Association works to protect and represent the interests of corn producers in Colorado at state and federal levels. Your voice is stronger when it is amplified through the Association. As membership grows, so does our ability to provide influence on your behalf. It is only a portion of the work we undertake, but it is an important part. It is important, because there are so few of us making a living in one of the nation’s most important industries. It is now estimated that less than one percent of the U.S. population actually earn their living directly from production agriculture in some significant way. Most of the general public has only a vague understanding of the challenges and issues we face. Most don’t generally understand how important agriculture is to their daily lives. It is important we be active in providing perspective, data, opinion, and explanation to policy makers and the general public on issues affecting our industry and our future.

Accounting Gimmicks Can’t Hide State’s Fiscal Disaster
by Charles Arlinghaus After months of discussion about the exact size of the historic deficit we face next year, the news is filled suddenly with reports of a surplus. Did something change or are we just in the middle of election season? The short answer is things haven’t changed but the easiest distraction from bad news is to ignore it completely. The deficit is still huge. It will dominate the state’s financial future. And, paradoxically, we have a mid-budget surplus for the same reason we face a huge deficit.

Because $248 million of general fund spending was moved offline, apples to apples comparisons are not obvious from official documents. Using official state data, we compare the same spending from 2008-09 with the same spending in 2010-11 despite label changes that hid some of it from sight. The attached document is an excel spreadsheet. This most recent version has been updated to included changes made in the special legislative session.
