What's high? What's low? How are classifications decided?
For more information on radioactive waste, a critique of current policies, and suggestions for an alternative approach to radioactive waste management, see IEER's publication: High-Level Dollars Low-Level Sense on our publications page. Radioactive Waste: In general, radioactive waste classes are based on the waste's origin, not on the physical and chemical properties of the waste that could determine its safe management. Other categories of radioactive waste not listed here include mixed waste and NARM wastes (Naturally-Occurring and Accelerator-Produced Radioactive Materials). One common factor for all categories of nuclear waste is the presence of at least some amount of long-lived radionuclides.
Some Classifications of Radioactive Waste
Category of Radioactive Waste Definition High-Level Waste
(HLW) Spent Fuel: irradiated commercial reactor fuel
Reprocessing Waste: liquid waste from solvent extraction cycles in reprocessing. Also the solids into which liquid wastes may have been converted. NOTE: The Department of Energy defines HLW as reprocessing waste only, while the Nuclear Regulatory Commission defines HLW as spent fuel and reprocessing waste.

Pilgrim's Radioactive Waste Classification System for Radioactive Waste: Radioactive waste from a nuclear reactor is classified as “high” or “low” depending on where it comes from - not based upon how poisonous it is or for how long it will remain toxic. This is misleading; waste should be classified based on its toxicity and longevity. "High-level" radioactive waste refers simply to irradiated fuel assemblies. So-called "low level" radioactive waste is everything else; however some of it is intensely radioactive, can deliver a lethal dose, and remains very dangerous for a long time.
“High level” Radioactive Waste - Spent Fuel Assemblies
Concern about nuclear reactor accidents or attacks has focused on a core meltdown. Nuclear reactors have a weaker link – the spent fuel pool. Spent fuel pools contain some of the largest inventories of radioactivity on earth, Pilgrim's poll will have 3,859 assemblies in a space designed for 880. The pool can catch fire if the water drops to the top of the stored assemblies, either by mechanical failure, operator error or acts of malice; and they are vulnerable to terrorism. At present there is no safe storage solution - no permanent repository in sight; yet nuclear reactors continue to generate tons of waste each year that is stored on site in areas never designed for that purpose. Host communities never bargained for (or agreed to become) massive, long-term radioactive waste storage sites.

Decommissioning of Nuclear Installations Radiation Protection Transport of Radioactive Material ... 25 March 2007
Overview
Regardless of the future trends in the nuclear sector, existing nuclear installations must continue to be operated at a high level of safety and radioactive waste and stocks of spent fuel must be managed in a safe and environmentally sound manner. At the end of their operating lives, nuclear facilities must be decommissioned in accordance with agreed safe practice, and high standards are required in the transport of radioactive materials. There is a growing EU perspective on all these activities, which also considers the situation in the EU Candidate Countries. The protection of the public and the workforce from the harmful effects of ionising radiation forms the basis on which these broader issues of safety and waste management are developed. This issue of radiation protection is one in which the Commission has traditionally an important role to play, and its responsibilities also extend to many practices and situations outside the nuclear power sector such as use of radiation for medical purposes and exposure from environmental sources.

Labeling Radioactive Waste Material
Once the waste is packaged, it needs proper labeling so that there is no uncertainty about what the waste parcel contains. Each item must be labeled with:
  • Authorized Investigator's name. each radionuclide. the activity of each radionuclide (in millicuries). room number. phone number. mailbox number. budget number. a Radioactive Materials Label, consisting of the radiation symbol (propellor) and the words "Caution, Ratioactive Materials". The specifics of this requirement are detailed in Chapter 14 of the UW Radiation Safety Manual.

Lead Waste
Lead is a hazardous material and must not be placed in radioactive waste . It is recyclable, though. Lead that is not contaminated with radioactive material, and which has had all radioactive labels on it removed or defaced, can be removed from your lab by Radiation Safety free of charge. Simply place the lead items in a small box and contact Radiation Safety for a waste collection. Be sure to mention that you have lead for recycling. It will be picked up on the regular radioactive waste collection days (Wednesday - Thursday each week). Top

Packaging waste is a topic that is addressed both in the Radiation Safety Training Class and the Radiation Safety Manual, Chapter 14

The emplacement of waste in an approved, specified facility (e.g. near surface or geological repository) without the intention of retrieval.
The primary distinction between "disposal" and "storage" is the phrase "without the intention of retrieval" . If waste retrieval is intended, then it is "long-term storage", or even "permanent storage". The approvals required for disposal of radioactive wastes are granted by regulatory authorities and/or other government agencies in individual countries. There are currently a number of organizations around the world which operate licensed disposal facilities for radioactive wastes. There are also a number of national and/or regional organizations that are actively seeking to develop disposal facilities. Links to operating disposal facilities are marked with . Links to former (closed) disposal facilities are marked with . For additional information about the sites (e.g. "unofficial" information posted by other organizations), try a

Climate Change and Waste Gas emissions from waste disposal Conclusion Thus jokes Oleg, the leader of an NGO in Central Asia when he plans field trips through the region. In fact, this is almost not a joke considering that the region is home to many radioactive dumps. This specific type of waste, inherited from the Soviet era, poses serious management problem, recognized both by governments and international organizations. For example, around the Fergana Valley, in a region prone to landslides, radioactive tailing ponds have the potential to flow into rivers and contaminate the drinking water of millions of people. Radioactive waste exits in many other areas - dumped in the Barents Sea, or simply abandoned in forests and fields all over the territory of Georgia.
