    B. Biological Effects of Ionizing Radiation B.1. Radiation Burns and Cancer Therapy Some of the harmful effects of ionizing radiation were apparent from the outset. Too much x-radiation caused recurrent reddening of the skin or loss of hair, hours or days later, often followed by painful radiation burns. By 1897, 69 cases of skin damage were reported. By 1902, hundreds of cases of x-ray injuries were documented. Surgery was often needed to repair the damage. In 1896, in Chicago, after painfully injuring his hand with x-rays, W. Grubbe [ ] decided to focus those same rays on a cancerous tumor, using lead to shield himself from unwanted exposure. His was the first recorded therapeutic use of such rays to shrink tumours. That same year, scientists in several other countries began using x-rays to treat cancer and to relieve arthritic pain. Gamma rays were found to be equally potent. In 1898, Becquerel carried a sealed tube of radium in his vest pocket. As a result, he got a nasty burn on his chest which ulcerated and left a scar. At about the same time, Marie Curie's hands suffered painful radiation burns after she handled a thin metal box containing a small tube of radium.

  • 10 NYCRR Part 16 This Part applies to all radiation equipment and radioactive material within the jurisdiction of the New York State Department of Health. Radon Radon is a gas that comes from the breakdown of uranium in soil, rock and water. It occurs naturally in the earth, but can become a problem when it builds up indoors. Radon is the second leading cause of lung cancer. The radon program provides information on health risks from radon, testing for radon and mitigation of elevated levels of radon. Low cost test kits are available for citizens of New York State. Radiation Producing Equipment (X-ray machine) Registration Ionizing radiation (x-ray) producing equipment used in the healing arts or in educational institutions must be registered with the appropriate agency. X-ray facilities operating in New York City must register with the New York City Department of Health and Mental Hygiene's Office of Radiological Health (ORH). Registration information can be obtained from ORH by calling 212-676-1580. X-ray facilities operating outside of New York City must register with the New York State Department of Health's Bureau of Environmental Radiation Protection (BERP). Registration information can be obtained from BERP by calling 518-402-7570.

In addition, our Web site enables you to download important documents such as the statutes and regulations we enforce. The Radiation Protection Program and Release Prevention has an important mission: protecting the citizens of New Jersey from unnecessary exposure to radiation and the release of hazardous substances. The Program staff takes tremendous pride in its many and diverse efforts to fulfill this mission. As assistant director of this nationally recognized and respected agency, I am extremely proud of our numerous accomplishments. We will continue to seek ways to improve our programs, procedures and technology for the benefit of New Jersey citizens. Radiological Health Program
The RI Radiological Health Program is located in the Department of Health's Division of Environmental and Health Services Regulation, Office of Facilities Regulation. The primary mission of the Program is to assure the safe use of radioactive materials, x-ray equipment, and tanning equipment in order to protect the Rhode Island public and workers from excessive exposure to ionizing and non-ionizing radiation through a licensing and targeted enforcement program. The Radiation Control Program staff is responsible for implementing the provisions of the Rules and Regulations for the Control of Radiation (R23-1.3-RAD) and the Rules and Regulations for the Registration of Tanning Facilities (R23-68-TAN).

    Radiological Health Unit - RHU The Radiological Health Unit licenses radioactive materials, laser and x-ray equipment used by business and industry within New York State. The Unit licenses, registers and inspects radiopharmaceutical manufactures, companies that use radiation sources in research and development, non-destructive testing firms, biotechnology companies, manufactures and distributors of radioactive products such as smoke detectors and static eliminators, companies that use radioactive gauges on process lines, and low level radioactive waste brokers that ship waste to approved processing and disposal sites. RHU enforces Code Rule 38 - Ionizing Radiation Protection and Code Rule 50 - Lasers
    Reciprocity
    RHU also offers Reciprocity to companies with a valid radioactive material license from an Agreement State or the NRC. Currently there is no cost for reciprocity in New York. Reciprocity is issued for thirty (30) calendar days per year. If a company exceeds this thirty-day period then they must apply for a New York State license. Reciprocity form
