Today's Standards Making Architecture
The architecture of standards-making organizations in the telecommunication and information fields has undergone fundamental change over the past decade. The old architecture was simple and well-bounded around a handful of bodies with explicit internation al, regional, national, and subject matter jurisdictions. These standards-making bodies were virtual sovereign, following slow, deliberate, time-honored processes that remained essentially unchanged for the preceding 130 years since the first multilateral telecom standards conference, and engaged legions of standards professionals whose careers often began and ended in a single committee. Over the past ten years, that old architecture has been fundamentally altered. Constellations of new bodies now exist with diverse new constituencies and boundaries, and all are competing in a global standards marketplace. Even the form of these new bod ies differs dramatically from traditional organizations. Their range includes:

STANDARDS Pre-Kindergarten Significance of Pre-Kindergarten Standards The attached standards are a joint effort supported by both the Nevada Department of Education's Office of Special Education, Elementary and Secondary Education, and School Improvement Programs, aligning with the Nevada K-12 Content Standards, as well as the State of Nevada, Department of Human Resources, Welfare Division; Child Care Assistance Department and the Child Care and Development Fund. Both of these state agencies have been challenged by the Good Start, Grow Smart initiative to work together to develop standards to be used by all early childhood education programs in Nevada as a guide for child outcomes for preschool. Future federal funding will be contingent on the completion and implementation of the Pre-K Content Standards. The Nevada Pre-K standards describe appropriate outcomes for children at the end of their preschool experience and entering kindergarten. Therefore, when reading the standards one should think in terms of the child's final learning outcome before entering kindergarten. The standards are guidelines to be used with all children in any early education setting such as childcare centers, family childcare homes, Head Start, preschools and school district Pre-K programs.

Executive Overview
MPEG-4 is an ISO/IEC standard developed by MPEG (Moving Picture Experts Group), the committee that also developed the Emmy Award winning standards known as MPEG-1 and MPEG-2. These standards made interactive video on CD-ROM, DVD and Digital Television possible. MPEG-4 is the result of another international effort involving hundreds of researchers and engineers from all over the world. MPEG-4, with formal as its ISO/IEC designation 'ISO/IEC 14496', was finalized in October 1998 and became an International Standard in the first months of 1999. The fully backward compatible extensions under the title of MPEG-4 Version 2 were frozen at the end of 1999, to acquire the formal International Standard Status early in 2000. Several extensions were added since and work on some specific work-items work is still in progress.

Clear Standards
Pennsylvania Standards describe what students should know and be able to do; they increase in complexity and sophistication as students progress through school. The Assessment Anchors clarify the standards assessed on the Pennsylvania System of School Assessment (PSSA) and can be used by educators to help prepare their students for the PSSA. We use the metaphor of an anchor because we want to signal that the Assessment Anchors anchor both the state assessment system and the curriculum/instructional practices in schools. Assessment Anchors are further elaborated with Eligible Content. Eligible Content identifies how deeply an Anchor should be covered and specifies the range of the content to best prepare students for the PSSA. Not all of the Eligible Content is assessed on the PSSA, but it shows the range of knowledge from which we design the test.
Fair Assessments
Fair assessment is a process used by teachers and students before, during, and after instruction to provide feedback and adjust ongoing teaching and learning to improve student achievement. In Pennsylvania the four types of assessment are summative, formative, benchmark, and diagnostic.
