This field works to create long- and short-term plans to use land for the growth and revitalization of urban, suburban and rural communities, while helping local officials make decisions concerning social, economic and environmental problems. It helps to address issues such as traffic congestion, air pollution, and the effects of growth and change on a community. It may also involve drafting legislation on environmental, social and economic issues, such as sheltering the homeless, planning a new park, or meeting the demand for new correctional facilities. To prepare a successful plan there must be input from many sources combing information from geographers, city officials, local residents, architects, surveyors, biologists as well as others.

The way in which such processes operate is profoundly political (Brindley, Rydin and Stoker, 1989; Thornley, 1990). Planning involves the attempt to shape prevailing social and economic dynamics to achieve particular developmental ends. And those ends may well include the discourse of development as well as development itself. A planning system which emphasizes the power of the market and so aims to remove restrictions on the allocation of investment or aims to enhance the rewards flowing from urban and regional development presents a quite different discourse on the nature of society than one which replaces the market with expert systems or state bureaucracies (see Beck, 1992).
These points may be illustrated by a brief consideration of the history of planning controls on retail development in the UK over the 20 years or so from 1979. This history demonstrates:
This example demonstrates the complex influences on the urban and regional planning process emanating not merely from straightforward state control but reflecting a reading of the economic geographies involved (e.g. Lee, 1992) as well as prevailing views on appropriate urban and regional landscapes. Debates around the notion of the sustainability of cities (e.g. Breheny, 1995; Owens/Breheny, 1995) and the significance of environmental influences on the production of urban and regional landscapes tell a similar story of the inseparability of planning from prevailing discourses of and the material relations involved in social reproduction (see, e.g. Harrison and Burgess, 1994; Healey and Shaw, 1994; Owens, 1994; Breheny, 1995; Owens/Breheny, 1995).

Welcome to the Urban and Regional Planning Program
at East Carolina University! The Urban and Regional Planning Program at East Carolina University is the only accredited program in North Carolina to offer the BS degree in urban and regional planning. Urban and Regional Planning is a degree program within the Thomas Harriot College of Arts and Sciences and the Department of Geography. The program is one of 15 accredited undergraduate planning degree programs nation-wide and the sole PAB-accredited undergraduate degree program in North Carolina. The curriculum has a strong multidisciplinary orientation based on the arts and sciences, design and related professions. The primary objective of the program is to prepare professional planners with a strong foundation in the knowledge, skills and values of planning, ready to take leadership roles in sustainable development and quality of life improvement in their communities. In 1960, ECU began to offer courses in urban and regional planning and in 1974 the BS in urban and regional planning was approved, making ECU the first institution in North Carolina to offer an undergraduate planning degree. Over 1000 students have graduated from the East Carolina Planning Program with an undergraduate major or minor in planning or a graduate concentration.

What is this course about?
The Urban and Regional Planning program teaches strong foundations in urban and regional planning, with the opportunity for students to develop more specialised knowledge in emergent areas, such as environmental design, planning for better structured cities, and sustainable management.
Urban and regional planners are increasingly involved in formulating policies, guiding urban and environmental initiatives, and in managing the social, environmental and economic impacts of development. The program places considerable emphasis on students learning appropriate communication, reasoning and analytical skills for making valuable contributions to the wider emergent professional roles. There is also an opportunity to specialise, by selecting from the range of options offered in the Housing Studies or Heritage Conservation streams.
