Most wastewater permitting is conducted in the Department of Environmental Protection's (Department's) six District Offices and delegated local programs . This webpage contains general information about wastewater permitting in Florida as well as provides many useful links. If you have any questions related to a specific permitting issue or particular project, please contact the appropriate District Office or delegated local program. Please note, the Department is authorized to delegate some regulatory powers (permitting, compliance, and enforcement involving certain collection/transmission, treatment, reuse and disposal facilities) to local "delegated authorities" or, as the Department refers to them, "local programs."     What is an onsite wastewater treatment/disposal system?
    An onsite wastewater treatment/disposal system is the means by which an individual home or a cluster of homes cleans and disposes of its wastewater. Usually this is known as a septic system. A conventional system is composed of a septic tank for pretreatment and a drainfield used for disposal of the wastewater. Each system, however, must be designed according to specific site conditions to ensure proper treatment.
    Do I need an onsite wastewater treatment system?
    You will need to consider an onsite wastewater treatment/disposal system if you live outside the reach of a centralized wastewater system. However, as the City of Austin continues to expand further into the hill country, the costs for centralized wastewater collection and treatment systems tends to increase.       In October of 1972, the United States Congress passed amendments to the Water Pollution Control Act which required communities to upgrade wastewater treatment facilities. The City of Niles received approval to upgrade their wastewater treatment plant, separate some of the City’s combined sewer systems, and construct a new interceptor sewer. Sewer separation work was started in 1976 and substantially completed by the end of 1978. Construction of the wastewater treatment plant was completed in the summer of 1979. The total cost of this upgrade was approximately $33,200,000 with this cost being shared between the United States Environmental Protection Agency and the City of Niles. The City’s $5,200,000 cost was financed through a 20 year bond that was paid off in 1998. The City has a wastewater treatment plant with an average capacity of 5.8 million gallons per day, of which the City and Townships use approximately 3.8 million gallons. This gives the City a reserve capacity of 2.0 million gallons per day. In addition, the City is aggressively involved in a CSO program to separate portions of its combined sewer system. During the summer of 2004, the entire downtown area was separated at a cost of $750,000.
