The MPA program prepares individuals to serve as managers in the executive arm of local, state/provincial, and federal/national government, and increasingly in nongovernmental organization (NGO) and nonprofit sectors; it places a focus on the systematic investigation of executive organization and management. Instruction includes the roles, development, and principles of public administration; public policy management and implementation; the relations between organizational management and legislators; the public and non-profit budget processes and financial management; administrative law; personnel management focusing on civil employees; professional ethics; and appropriate research methods. An MPA program typically takes 2 years of full-time, post-baccalaureate study to complete, with some requiring additional time to complete a thesis Through its history, the MPA degree has become more interdisciplinary by drawing from fields such as economics, sociology, law, anthropology, political science, and regional planning in order to equip MPA graduates with skills and knowledge covering a broad range of topics and disciplines relevant to the public sector.             Welcome to the Public Administration Committee's website. We are a committee of eleven Members of Parliament, appointed by the House of Commons and drawn from the three largest political parties. The Committee examines the quality and standards of administration within the Civil Service and scrutinizes the reports of the Parliamentary and Health Ombudsman. We work principally by undertaking inquiries. We choose our own subjects of inquiry and seek evidence from a wide range of groups and individuals with relevant interests and experience. We produce reports setting out our findings and making recommendations to the Government. This site contains material relating to the inquiries we have conducted since 1997.

        DUAL DEGREE:
        The dual MPA/MNM degree provides the opportunity for students to earn graduate degrees from two academic programs, the Master of Public Administration and the Master of Nonprofit Manqagement, concurrently. Students successfully completing this Dual Degre track will have the skills and analytical techniques for successful careers in both the public and nonprofit sectors. The MPA/MNM dual degree program curriculum consists of 66 credits. Students complete a core of 16 courses (48 credit hours), and advanced curriculum of five electives (15 credit hours) that are selected in consultation with the advisor, and a capstone experience equivalent to one course (3 credit hours). Prospective students must apply to the dual degree track for both the MPA and MNM programs and pay an application fee for each program.

        The Department of Public Administration offers graduate and undergraduate programs in public administration and emergency management. It is intended for students with no computing background. Topics include: problem solving; an introduction to computer systems, architecture and organization (CPU/memory, I/O); fundamentals of system analysis and design; an introduction to operating systems; and an overview of database systems and concepts. Relevant case studies will be explored and the student will be expected to use software packages to solve practical problems. The student will also be introduced to important software used in public administration such as LOTUS 1-2-3 and a statistical package. (Students with computing backgrounds may apply for waiver of requirement.) Fall, Spring PAA501-Accounting for Government, Health Care and Nonprofit Entities 3 credits This is a basic course for students with limited background in accounting. Emphasis will be placed on the development of basic accounting, concepts and techniques, the difference between public and private sector accounting and applications of accounting concepts to government, health care and nonprofit institutions. The course will provide an overview of financial, cost and managerial accounting. Topics to be included are: reading financial statements, governmental fund and nonprofit accounting, operating and capital budgets, general fixed assets and long-term debt, account groups and government accounting standards. Emphasis will be placed on the role of accounting in management decision making and organizational control.

    What is Public Administration?
    Public administration can be defined as the implementation of policy by civil servants within an official government's executive framework. Public administrators manage nearly every aspect of public service at the federal, state and local levels offering the opportunity to help shape the future.
    A public administration degree provides an academic background for individuals pursuing a career in both government and non-governmental/non-profit organizations. There are several areas of overlap between these pursuits, so an education which combines both will give you competitive strength and allow you to move into either area, according to your own career interests. For example, you may start your career in fundraising for a non-profit organization, and later become a member of a governmental grant-awarding body. A public administration degree or public policy degree gives you great flexibility in changing career titles.

    Public administration defines administrative positions in non-profit and governmental sectors. While public administration is often a thankless career path, it is one that is essential to the day-to-day operation of many of our most important institutions. In government, public administrators are needed at organizations at all levels, from local to federal. The skills an individual can gain working for a government agency are very valuable in the private sector. The opposite is also true. Public administrators act as the nation’s civil servants in government, administering policy set by the country’s elected leaders while at the same time assessing the effectiveness of current government projects.
