Interesting Comments on the Seven Mistakes when Hiring a Programmer
Here is an interesting message I got from a freelance programmer in India. Seems my articles on the Seven Mistakes people make when hiring a programmer struck a chord with him. Always interesting to hear the other side of the story... I appreciate your article "7 mistakes series". I am a Freelancer and have faced all the problems you mentioned in the articles. There are a lot of people on the net who have a couple of dollars and an idea. Most of these buyers post the project on freelancers sites in an anticipation that the project will go perfectly and they will get the program of their dreams despite a very restricted budget. When hiring from India, perhaps they think, India is a poor and crowded country so whatever amount they decide is the right budget for all the features they want. The final result is bad remarks on programmer's skill while he did everything to satisfy his client given the restricted time and budget. I feel very sorry about those Indian Freelancers who get trapped with buyers, who are good at describing a project's requirements in 3 lines on a freelancer's site and then turning it to 3 pages eventually.

Introduction The SPMN Focus Team Initiative provided experts in technical and management practices for the development of large-scale software. This bulletin summarizes lessons learned from SPMN Focus Team visits with many different software-intensive development programs in all three Services. It describes problems uncovered in the last several months on several DoD software-intensive programs such as: (i) not implementing best practices that have particularly high leverage for a particular project at a particular time in its development; (ii) not properly implementing a best practice; and (iii) following one or more worst practices. The normal SPMN approach identified project-specific changes in practices with the highest leverage for short-term improvements in one or more of the following: user satisfaction, development or maintenance cost quality, time-to-market, cost, and schedule predictability. Focus Team support also included follow-up assistance to the government project office and the contractor to help establish those changes to practices desired by their program managers.
Lessons Learned Systems Engineering on Embedded Weapon System Programs Systems engineering practices followed on many embedded weapon system development programs are less rigorous and less complete than software engineering practices. The result is that the software development part of system development begins with inconsistent, incomplete, needlessly risky, and highly volatile specifications. A partial list of systems engineering problems observed on more than one program follows.

Successful Engineering Management: 7 Lessons Learned
Introduction
Many engineering managers came to management through the technical ranks. Although they may have had plenty of engineering training and mentoring, they frequently learn management skills the hard way, through trial and error. Managers have two primary jobs: to get the best work out of the people who work for you and to create an environment that enables people to get work done (so they can do their best work). This article describes some of the lessons I have learned about each of these management jobs.
It's Always the People-Help People do Their Best Work
1. Make time for uninterrupted talk with each person in your group every week.
Whether you are a technical lead or a functional manager, one of your deliverables to your management is a periodic assessment of what and how your organization is doing. You also have a deliverable to your staff, of knowing enough about what they're doing and how they're doing it to give them formal and informal performance reviews. You can't meet those deliverables if you don't know what everyone is doing. I hold one-on-one meetings with each team member at a regular, uninterrupted time every week. (When I manage more than 12 people, I meet with some people every other week.) I set aside 30 minutes every week to talk to each person about their jobs: any issues or problems they're having; if they need my help; their performance; and how well they are meeting their goals. I generally set aside one day during the week to have one-on-ones. I set up a specific time in advance with everyone, and then I meet privately with each person. If we uncover an issue that we need to discuss in more detail, we set aside another meeting time.

Nine Steps to Delivering Defect-Free Software
Hello. I am Terry Colligan, president of Tenberry Software, Inc. I have been a software developer for over 30 years, and have been managing software development for over 20 years. Tenberry Software (formerly Rational Systems) has a reputation for producing high-quality software and for having extremely good engineers. Although I thought I understood the importance of quality, and took pride in the quality of the software we produced, I never believed that delivering defect-free software was possible. After all, everyone knows that all software has lots of bugs, right? Well, no, not necessarily! Certainly, most experiences with today's software quality are not encouraging. Although few people can name even one piece of software which they use that has no bugs, defect-free software is possible to create. We know it is possible, because we're doing it. It started with a single engineer. This engineer was consistently producing work with a defect rate more than one hundred times smaller than our other engineers. She has done so for us for over three years now. During the same time, she has produced three to five times as much code as any other engineer. I found this so exciting that I determined to find out how she did it, and to see if we could teach our other engineers to achieve the same quality results.
