He received his early education at the elementary and secondary schools in his home town and from then on his life has been devoted to a search for knowledge. He continued his studies at the Aachen Institute of Technology (Technische Hochschule) and gained a degree in electrical technology there, in 1905. This led to his appointment as Assistant in Technical Mechanics at the Aachen Technological Institute, where he worked for two years. In 1906 Debye obtained a similar position in Theoretical Physics at Munich University, where he qualified as a University lecturer in 1910 (having obtained this University's Ph.D. in Physics in 1908).

Sein Vater, Joannes Wilhelmus Debije (1859–1937) war Werkmeister in der Metallwarenfabrik J. G. Lambriex und seine Mutter, Maria Anna Barbara Ruemkens (1859–1940) Kassiererin am Theater. Er hatte eine vier Jahre jüngere Schwester. In seiner Jugend besuchte er häufig die Oper. Debye erhielt seine Ausbildung in Deutschland . Er studierte an der RWTH Aachen Elektrotechnik und arbeitete nach der Beendigung seines Studiums 1905 als Assistent für Technische Mechanik an der Hochschule. Im Jahr 1906 erhielt er eine Anstellung in München und arbeitete dort im Bereich der theoretischen Physik. Er beendete 1908 seine Doktorarbeit , 1910 folgte die Habilitation . 1910 veröffentlichte er mit Demetrius Hondros (1882–1962) die Studie Elektromagnetische Wellen an dielektrischen Drähte Im Jahr darauf wurde er Professor für Theoretische Physik an der Universität Zürich , wo er zwei Jahre blieb.
