    Extractions: Feature Lopiding hospital: adapting to changing needs in southern Sudan Lopiding hospital in northern Kenya was the ICRC's biggest field hospital, performing more than 60,000 operations in its 19-year history. At the end of June 2006, management was handed over to the Kenyan authorities. The ICRC's Andrea Koenig visited the hospital and sent this report. One of the wards at Lopiding, where more than 60,000 surgical operations were carried out. At the height of the conflict in southern Sudan, this hospital close to the border with Sudan was help and hope for war-wounded civilians and soldiers. When the Sudanese civil war re-ignited in 1983, many of the war wounded were evacuated to medical facilities in neighbouring Kenya. By September 1986 their number had dramatically increased, and the Kenyan government asked the ICRC to set up a field hospital.

The Afghan Red Crescent Society distributing relief items to vulnerable people. The armed conflict in Afghanistan is intensifying and affecting more areas of the country. Regular fighting between armed groups and national and international forces take place regularly in more than half of Afghanistan's territory. Also in provinces not thus affected by open armed confrontations, roadside bombs and suicide bombings occur on a regular basis. While the south and the south-east remain the most conflict-affected region, the eastern provinces have also seen deterioration in the security situation. The ICRC continues to respond to the needs of people affected by the armed conflict, though security constraints still hamper humanitarian operations in many areas. Nevertheless, the ICRC continues to provide support for selected hospitals and for six physical rehabilitation centres largely devoted to helping landmine victims. The institution also runs programmes to highlight the dangers posed by unexploded ordnance and rehabilitates water and sanitation services. Visits to people detained by Afghan authorities, the International Security and Assistance Force (ISAF) or the United States-led coalition remain a top priority, along with efforts to restore or maintain links between members of families separated by years of armed conflict. The teaching and promotion of International Humanitarian Law among weapon bearers and the strengthening of the Afghan Red Crescent Society are other priorities.

Allow me to say at the outset how pleased and honored I am to address the Third World Conference against Racism, Racial Discrimination, Xenophobia and Related Intolerance on behalf of the International Committee of the Red Cross and to also extend my appreciation to the Government and people of South Africa for hosting it. My statement will focus on non-discrimination and international humanitarian law and outline ICRC's interest and involvement in preparations for the World Conference. As is well-known, ICRC's action is rooted in international humanitarian law. As guardian of that body of law, the ICRC endeavors to ensure that it is respected by all parties invol-ved in armed conflict, whether they be governments or non-State entities. Through its presence in more than 80 countries, the ICRC establishes a dialogue with all actors in conflicts with a view to creating a relationship of trust, thereby securing the practical im-plementation of humanitarian law and making sure that its delegates have access to per-sons in need. Based on our humanitarian work worldwide we, too, are aware that racism, racial dis-crimination, xenophobia and related intolerance are not just problems that individual na-tions and the international community need to address in peacetime, but just as impor-tantly, in situations of armed conflict. As a number of recent and ongoing conflicts around the world clearly show, the inequality or exclusion of peoples, groups and indi-viduals is one of the root causes of conflict and, very often, one of its consequences.
